Agency control system for projects related to Law no 93_01

One of the aims of Law no. 93/01 is to realize a network of collaboration between Environmental Agencies, that can operate over the whole national territory. 
An important element to reach a homogeneous control system is to “… adapt and qualify the network with laboratory equipment required to carry out environmental controls”. This need developed a series of projects financed by the same Law no. 93/01 and managed by Regional Agencies (ARPA) and Provincial Agencies (APPA) for environmental protection. Projects regard metrology applied to different environmental matrices and the development of national laboratories of reference. Particularly complicated analytical methods which require very high implementation, maintenance and training costs were also considered.
Projects managed by ARPA /APPA agencies with reference to Law no. 93/2001 developed in 2004-2005 are summarized below:

Interrelations between the various projects are managed by a News Group (“Gruppo di interesse Progetti”) established in accordance with Law no.93/01. This Group is managed through the CIRCA web site of the Italian National Focal Point EIONET network, where details on the projects can be downloaded.  A specific section of the web site is dedicated to document transmission and to the exchange of remarks between the various parties. There is also a shared folder where all documents of joint projects are saved.
From a technical and managerial point of view, the APAT manages and coordinates projects defined by Law no. 93/2001 that involve ARPA/APPA agencies.
Some of these projects provide the establishment of a national laboratory network for the following tests:

  • dioxin; - PCDD (Polychlorodibenzodioxins) and PCDF (polychlorodibenzofurans)-; polychlorobiphenyls (PCB); polycyclic aromatic hydrocarbons (PAH) in the environment and in food;
  • plant protection products
  • asbestos. 

At the same time, all projects have the aim of:

  • establishing the progress of ARPA agencies’ analytical capacity;
  • training ARPA personnel in target regions
  • defining guidelines for the preparation of a laboratory model.
