Agency control system for projects related to Law no.93/01

In accordance with the objectives established by Art. 2 of Law no. 93/01, entitled “Provisions in the environmental field”, and by the subsequent Implementation Decree (Decree of the Ministry of Environment and Land Protection of 11/10/02), the Environmental Agency System is developing a series of projects aimed at strengthening the network of Agency laboratories.
Project priorities were identified after an examination of the laboratory potential and the analytical needs required by environmental regulations. These are as follows:

  • strengthening of Environmental Protection Agency laboratories in the Southern regions of Italy;
  • establishment of the first laboratories of reference as national network nodes;
  • arrangement of a quality system shared by Environmental Agency laboratories;
  • preparation of an information system for monitoring activities that produce analytical environmental data.

Projects related to Law no. 93/01 managed by ARPA/APPA were developed with the aim of strengthening laboratories. They have the objective of adapting the existing tools and skills in order to ensure a homogeneous national response to monitoring/control regulation requirements for the different envioronment agents (air, water, land and waste) and physical agents.
Projects are aimed at ensuring that laboratories define and adopt harmonized analytical criteria and methods at national level. This will help overcome the heterogeneity that exists in the Agency system when tackling environmental monitoring/control activities.
Strengthening laboratories and establishing a network of laboratories of reference cannot even be considered without creating a Quality System shared by the whole envirnomental agency system. An information system aimed at managing the complete operational capacity of the laboratory network is also paramount.
These priorities are valid for all projects and their criteria must be shared by the whole system.

Projects related to Law no. 93/01, directly managed by APAT and financed according to modalities established by Ministerial Decree of 11/10/2002, are divided into three project lines. These are:

1) developing and experimenting tools for the organization and management of control activities in the different environments (water, air, land, waste, physical agents and conservation of nature);
2) realizing a network system for monitoring environmental components, which includes the adjustment of methods and implementation of quality systems;
3) starting a network of laboratories of reference within the Agency system.
