National Register of emissions and emission quotas
The European Directive no.2003/87/EC (Emissions Trading)
establishes the European exchange system for greenhouse gas
emission authorizations through the assigning of emission
authorization quotas to all plants belonging to the categories
listed under Attachment I of the Directive (combustion and
industrial plants, except chemical plants for the treatment of
waste). This is done through National trading plans.
To enforce this Directive and following the issuance of the
Decree of the Ministry of Environment and Land Protection
(DEC/RAS/ 074/2006) containing
the assigning and issuance of CO2 quotas for the period 2005-2007,
a National Registry was
established.
This registers all operations carried out (issuance of quotas,
transfers, acquisitions and cancellations) and shows compliance
with control obligations taken by operators (reconciliation between
owned quotas and actual emissions of single operators).
The National Registry belongs to a European registry system
which is composed of national registers managed by Member States
and the Community Independent Transaction Log (CITL) managed by the
Commission. With effect from 2008, the National Registry provided
by the Directive for the three-year period 2005-2007 will be
incorporated in the Kyoto Protocol registry system.
