Verso il reporting elettronico della Direttiva Quadro sulle Acque – Requisiti utente
(Towards reporting of the Water Framework Directive -user requirements)
This document presents the results of user requirements analysis of the system to be used for reporting of the Water Framework Directive. The system is the main component of Italian WISE National Node, and has to be compliant with WISE (Water Information System for Europe). Data flow is based on data specifications elaborated by European working groups on WFD reporting, to which the authors participate. Related workflow is also analysed. Requirements definition has been approved by  the working group  APAT, ARPA and APPA, created in the framework of the Action Plan of environmental agencies on implementation of Dir. 2000/60/CE.

Carbon Dioxide Intensity Indicators
The aim of this report is to present key environmental indicators, related to carbon dioxide (CO2) emissions, in order to report, on a regular and consistent basis, on the main driving forces and highlight the progress at national level in a number of sectoral areas. The time series of indicators from 1990 to 2006 is described. The list of indicators responds to the Commission Decision n° 2005/166/EC of February 10th 2005 which, among other requirements, establishes that, by January 15th 2005 and each year thereafter, Member States shall report information on indicators referring on Article 3 (1)(j) of Decision N° 280/2004/EC. At European level and Member States level, the indicators presented in the report are useful to answer to several main policy questions, including the progress made by European Union and Member States in reducing total and sectoral greenhouse gas emissions and progress in improving emission intensity and energy efficiency of the main sectors.

Quality Assurance/Quality Control Plan for the Italian Emission Inventory. Year 2008
This document summarizes the specific Quality Assurance (QA) Quality Control (QC) activities and different verification procedures which are applied thoroughly the 2008 inventory compilation as part of the estimation process. In addition to a description of the current activities applied and of the documentation, archiving and reporting process, a specific section illustrates the main findings and recommendations of the latest review process, which took place in June 2007, together with the response and actions undertaken by the inventory team. Further improvements and planned QA activities for the next years are also presented.

Radio Vaticana dal controllo al risanamento - 5 anni di indagini ambientali sui livelli di campo elettromagnetico (Vatican Radio from controls to reclamation - 5 years of environmental surveys on the levels of electromagnetic field)
This technical report represents an overview of the historical evolution of Vatican Radio looking at the electromagnetic emissions from the Transmission Center in Rome. It also explains the fundamental concepts of broadcasting and measuring electromagnetic waves. In fact, APAT has carried out, since 2000, many measurement campaigns with the aim of reducing the intensity of emissions in combined ways and many monitoring stations have been installed to verify the maintenance under legislative limits in force of electromagnetic fields. This report is not only for technical use, its language is simple and suitable for a large target of public.

European Pollutant Release and Transfer Register

The present work provides with the technical information to establish a national PRTR (Pollutant Release and Transfer Register). The content of this document will be the technical appendixes to the national legislation which is going to be issued to support the implementation of the Regulation EC 166/2006 of European Parliament and Council of 18 January 2006 concerning the establishment of a European Pollutant Release and Transfer Register. Because of the introduction of a penalty system, the present work provides relevant hints to carry out the quality assessment on the PRTR reports and to fill in the “Quality assessment review”, which the appointed authorities are requested to make and send to APAT. The “Guidelines” and the “Questionnaire”, which are both intended for the reporting facilities, describe the criteria for the implementation of a national system for the reporting of emissions and transfers of pollutant from industrial facilities under the new national PRTR. The national PRTR will be publicly accessible.

Environment and health risks from climate change and variability in Italy

The World Health Organization (WHO) and the Italian Agency for Environmental Protection and Technical Services (Agenzia per la Protezione dell' Ambiente e per i servizi Tecnici, APAT) are collaborating in a project on climate change and health. This report is one of the results of that project. Climate change is already having an effect in Italy, as elsewhere. The global effects of an increasing concentration of greenhouse gases in the atmosphere are reflected in the growing number of extreme weather events, such as heat-waves and intense rainfall. These have various consequences for the health of a population, both directly in terms of mortality and morbidity, and indirectly through changes in the ecosystem. As there has been, as yet, no systematic national climate change impact assessment in Italy, this report is a preliminary evaluation of the situation, using international and national literature and with the help of expert advice. The aim is to assess the potential risks of climate change to human health in Italy, to see what adaptive and preventive measures are available and to suggest what may be additionally needed.

Italian Greenhouse Gas Inventory 1990-2005. National Inventory Report 2007

This document summarizes the Italian submission of the greenhouse gas inventory in the framework of the United Nation Convention of Climate Change (UNFCCC), the Kyoto Protocol, and the European Union’s Greenhouse Gas Monitoring Mechanism.
In addition to the compilation of the inventory according to the required formats, each Party to the Convention shall submit a report, the National Inventory Report, with a description of the methodologies, the sources of basic data and emission factors used to carry out emission estimates, as well as an explanation of the Quality Assurance/Quality Control procedures applied to the inventory. 
In summary, total greenhouse gas emissions, in CO2 equivalent, excluding emissions and removals of CO2 from land use, land use change and forestry, increased by 12.1% between 1990 and 2005 (from 517 to 580 million CO2 equivalent tons), while the national Kyoto target is a reduction of 6.5% as compared the base year levels by the period 2008-2012.

Quality Assurance/Quality Control Plan for the Italian Emission Inventory. Procedures manual

This document describes the Quality Assurance (QA) Quality Control (QC) activities and verification procedures to be followed during the inventory preparation.
The Agency for Environmental Protection and Technical Services prepares the Italian emission inventory and is responsible for coordinating the institutional and procedural arrangements for inventory activities; specifically, data collection in terms of activity data, emission factors and other parameters, selection of methods, estimation of emissions and removals, uncertainty assessment, QA/QC and verification activities, documentation and archiving. A QA/QC and verification programme contributes to the objectives of good practice in inventory development, namely to improve transparency, consistency, comparability, completeness and accuracy of national emission inventories and to assure the timeliness of submission as requested by the United Nations Framework Convention on Climate Change and the European Union’s Greenhouse Gas Monitoring Mechanism and the Kyoto Protocol.

Carbon Dioxide Intensity Indicators
