Directorate General for the Environment
As part of its study and research activity aimed at acquiring
information for preparing regulations, APAT participated in the
international Horizontal project (Horizontal Standards for
Implementation of EU directives on Sludge Soil and Treated
Biowaste) aimed at harmonising existing legislation at the European
level in the area of sludge, soil and waste in the light of the
Community directives. The Working Group, composed of
representatives of the member states, will analyse the standards
set by current and pending legislation in Europe relating to
significant parameters for the prevention or reduction of risks for
the environment, in particular for human health and protection of
flora and fauna. APAT provides technical and scientific support to
the Ministry of the Environment and Territorial Protection for
participation in national activities relating to the European
CAFE (Clean
Air for Europe) Programme, which in 2004 will lead to the adoption
of a strategy on atmospheric pollution as part of the Sixth
Environmental Action Programme. This programme is aimed at
drawing up a strategy to combat atmospheric pollution, with
particular reference to ozone and particulates, and to finalising
the revision of European directives, like the NEC directive, and
the first daughter directive on air quality (especially with regard
to PM10).
APAT experts participated in the work of Community bodies
responsible for promoting and developing
EMAS and
ECOLABEL voluntary instruments, like the EMAS
Committee, the competent national bodies, and the accreditation
bodies. This activity also includes participation in the
European
Informal IPP Network, an informal network of experts from the
member states promoted by the European Commission to support
development of the Integrated Product Policy (IPP) strategy.
APAT also participates in the activities of the Committee
(established by Decision of the Council 99/296/EC) as called for by
the
Monitoring Mechanism based on the commitments contained
in the
Framework Convention on Climate Change (UNFCCC) and
in the
European
Climate Change Programme - ECCP, aimed at coordinating the
forces of the member states in meeting obligations deriving from
this international environmental protection instrument.
In collaboration with the Ministry of the Environment and
Territorial Protection, APAT participates in various projects as
part of the
IMPEL
(Implementation and Enforcement of the Environmental Law)
network. This network, established in 1995, handles both technical
and legal aspects of environmental legislation. The network’s
activities are partially funded by DGXI, and it has its own
secretariat with offices in Brussels.
In particular, APAT participated in the IMPEL task force on
“best practices concerning training and qualification for
inspectors in the EU,” which is intended to draw up
guidelines for “Training and qualification for
Inspectors”, and in the IMPEL Olive Oil programme, whose
coordinator is Spain, and whose objective is to define the best
technologies in the olive-oil production cycle. APAT provides
national coordination for the European Environmental Network,
Green Spider. This network, which deals primarily with topics
involving environmental communication, was established in 1995 and
is coordinated and funded by the Environment DG. The Board of
Directors is currently composed of 8 members: Italy, which held the
presidency in 2003, Denmark, Estonia, Ireland, Finland, Bulgaria,
Malta and Germany; the EEA and the Environment DG are permanent
members and the European Environment Agency hosted the annual
meeting in September 2003 in Copenhagen. The next meeting will be
held in Rome in September 2004; its organisers will include the
Ministry of the Environment and Territorial Protection, APAT, which
serves as president, and the Environment DG. In addition,
APAT participates in the Floepje Project for the development of
educational materials for school-age children, together with
Austria, Belgium, Ireland, Bulgaria, Romania, Hungary, Cyprus,
Denmark, Netherlands, Germany and Slovenia, and in communication,
information and training exchange activities with other
international networks (Greenteachers, Urban Ecology,
Eurobarometro, Natura 2000, Environment for Young Europeans Web
site, etc.).
