In support of general government offices, APAT participates in the activities of various working groups on the EU Council, such as:

  • the Environment Group for the preparation or revision of many European regulations, including among others the directives on environmental noise, on management of waste from electrical and electronic devices, on the agricultural use of treated sludge, and on the management of biodegradable waste, and regulations on waste statistics;
  • the Atomic Issues Group, actively supporting Italy’s permanent representation in Brussels on matters relating to assessments of nuclear safety conditions in candidate countries as part of negotiations for the expansion of the EU and in the process of revising the Euratom regulations on controls relating to the safeguard system;
  • the Climate Change Group, on topics relating to methods for recording CO2 emissions and absorption relating to changes in the use of soil and forests, and mechanisms of technological and financial cooperation with developing countries and transitioning countries.
It also conducts numerous activities in support of the Ministry of the Environment and Territorial Protection in the area of commitments deriving at the Community level from the many European directives, regulations and decisions, such as:
  • the Directive on integrated prevention and limitation of pollution (known as IPPC Directive n. 96/61/CE);  
  • the Framework Directive on Water (2000/60/CE); 
  • the Ozone Directive (92/72/CE); 
  • the Discharge Directive (99/31/CE); 
  • the Directive on End-of-life vehicles (2000/53/CE); 
  • the Directive on production and management of packaging and packaging waste (94/62/CE); 
and other specific regulations (for greater details, see the main environmental topics).
